yeah, I'm not a fan of the COF at all on a precision weapon. I just talked to our weapons designer about removing all COF from it and making it be 100% dead on accurate for the first shot (there will still be bloom when rapid firing it)
there is a bug with the level 1 and level 2 charge levels which make it not go the full 700m. The lifetime wasn't adjusted to match the new changing projectile velocity. It will be fixed with tonight's hotfix that also reduces the at rest COF down to 0.
We are working on a solution for this. Not sure what state it's in, I'll follow up and edit my comment when I find out later today.
edit: I just talked to the coder involved in this and one of the art directors, we need to work out some rules about how the attachments and decals will interact and then get it implemented in a more bulletproof way. This isn't something you should expect to see fixed in the very near term, but in a 2-3 month timeframe we expect to have this done. The coder working on this is concentrating on optimizations right now, so this is sort of a back burner task until we get some progress on the optimization front.
