■While not part of phase 1, we would like to award resources (and some small xp) for all players nearby an ANT-equipped vehicle when it powers up a facility. That's the reward for doing the ANT run or escorting an ANT.
It's all nearby players so we avoid situations where players want to TK each other and blow up friendly ants just so THEIR ant gets in there.

■Its not so much a penalty as it is a property of a large group. As a leader it's a tradeoff decision you make - keep your force all together, split the squads to cover different fronts, or manage the higher resource dependency by tending more to the power mechanic. There will be tradeoffs and more opportunity to shine as a leader.
■If we go with repurposing ammo tower it will likely get reskinned, so it won't look the same at all, it will just reuse the functionality and the footprint.
Reason for repurposing ammo towers is that it's convenient and low-cost (meaning it gets to you sooner). Ammo tower is easy - its already next to the road and every outpost should have one, and it likely wouldn't require terrain (big download) to add in, but might be weird in a few outposts since it wasn't originally placed with that intent in mind. I think it would be a good efficient way to do it without adding to existing performance overhead at an outpost. It's win all around.
